Here's a quick overview of the types of cards in OverPower and some rulings affecting.

Power cards

Power cards can be used for offensive and defensive actions in OverPower. There are 6 types of Power cards: Energy, Fighting, Strength, Intellect, Multipower, and Any-Power. Each Power card also has a listed value, ranging from 1 to 8. Multipower Power cards act as wildcards and have either 3 or 4 icons. Any-Power Power cards should never count toward Spectrum KO.

To determine if a character may play a certain Power card, compare the value and type on the Power card to the character's corresponding stat. If the value on the Power card is less than or equal to the stat, the Power card may be used.

For Multipower cards, the type may be declared upon attack provided the character has a stat that is equal or higher than the Multipower Power card. For example, Scarlet Witch (7/3/2/5) plays a Level 3 Multipower Power card, you may declare it as Energy, Fighting or Intellect but not Fighting. Likewise, if Scarlet Witch were to play a Level 4 Multipower Power card, you may declare it as Energy or Intellect, but not Fighting or Strength.

For Any-Power Power cards, the type should never be declared. To determine if a character can play an Any-Power Power card, look at the characters highest stat, if it is equal or higher than the Any-Power Power card. However, if the Any-Power Power card is combined with a Universe card, the Any-Power Power card temporarily matches the type of bonus provided by the Universe card and should be considered of that type until after the defensive turn.

Character cards

Character cards serve two purposes in OverPower. They either make up your team or they get shuffled into your deck if you are using a Battlesite.

When you build your deck, you get to choose 4 Character cards to serve as members for your team. There are restrictions to which Character cards can form a team:

  • If using 4 characters with Intellect stats, the total sum of stats can be at most 76.
  • If using 3 characters with Intellect stats, the total sum of stats can be at most 72.
  • If using 2 characters with Intellect stats, the total sum of stats can be at most 67.
  • If using 1 character with Intellect stats, the total sum of stats can be at most 62.
  • If not using any characters with Intellect stats, the total sum of stats can be at most 58.
  • However, if using a Homebase, all 4 Character cards must be listed in the card and restriction of the sum of stats is ignored unless otherwise stated.

If you are using a Battlesite deck, you shuffle corresponding Character cards into your deck and they will be called Activator cards.

Special cards

Special cards can be used for offensive and defensive actions in OverPower. Special cards, under normal circumstances, can only be used by the character listed on the card. Special cards are also governed by the Meta Rules.

Any Hero/Character cards

Any Hero or Any Character cards can only be used if you are not using a Battlesite. They can never be used as a follow-up action and they can never be exchanged for the Web-Headed Wizard or Wizard in Top Hat & Tails Any Hero/Character cards.

Universe cards

Universe cards are usually only allowed to be played at the beginning of offensive actions and in any defensive action. They cannot be used during follow up attacks unless stated otherwise.

Basic Universe cards

Basic Universe cards can be used for offensive and defensive actions. Basic Universe cards provide bonuses to Power cards in most cases. They have a To Use requirement which must be met by the character playing the card as well as a Bonus which increases the value of the Power card until the action is resolved. Normally, these do not count for venture total or as damage and are discarded into the Dead Pile after the action is resolved.

Captain Universe

Captain Universe is a variant of a Basic Universe card that gives a bonus to certain Special cards. Captain Universe is allowed to be played during a follow-up action.

Universe: Training cards

Universe: Training cards are played the same way as Basic Universe cards except that they state a Or Less requirement.

Universe: Teamwork cards

Universe: Teamwork cards are only played as an attack and only at the beginning of an offensive action. Universe: Teamwork cards provide bonuses to Power cards only. When playing a Universe: Teamwork card, it first acts as an attack as stated on the top right corner of the card followed by at least one attack made by the character's teammate. They have a To Use requirement which must be met by the character playing the card as well as two Bonuses which increases the value of the Power card follow up attacks.

Universe: Teamwork cards cannot be played if there is only one character remaining on the team.

Universe: Ally cards

Universe: Ally cards are only played as an attack and only at the beginning of an offensive action. Universe: Ally cards acts as an attack and must be followed up with a Special card (some cards will state may but they are considered must).

Universe: Ally cards cannot be played if there is only one character remaining on the team.

Tactic cards

Tactic: Doubleshot cards

Tactic: Doubleshot cards can be used for offensive and defensive actions. The offensive or defensive action is considered to be made from the character providing the To Use requirement. The combined Power card cannot be a Multipower Power card and must be of type listed on the card.

Tactic: Artifact cards

Tactic: Artifact cards can only be used as an offensive action. They are considered to be battle lasting if it is not One Per Deck unless stated on the card. Otherwise, they are considered to be game lasting unless otherwise stated on the card.

Mission cards

Mission Cards are not shuffled into the deck and are placed in the Reserved Missions Pile at the start of the game. A complete set of 7 Mission cards must be used and Event cards must coincide with the Mission cards.

Event cards

Event cards are only played at the beginning of the battle. If drawn during a battle, it is considered unusable. All Event cards are considered One Per Deck and if two or more are drawn at the beginning of the battle, only one may be played. Event cards affect both player. One card is drawn for a played Event card.

Event cards must coincide with the Mission cards being played.

Location cards

Homebase

Location cards can be used as Homebase, almost all decks utilize a Homebase. Homebase teams must consist of 4 of the 6 characters listed (or their Variant) unless otherwise stated. The Sum Deck Rule does not apply unless stated on the Location card. The Inherent Ability listed on the Location card comes into effect when played as a Homebase.

Aspect cards

Aspect cards can only be used if they match the Homebase (not the Battlesite). Aspect cards can be placed onto a Homebase unless it is the A-Next Aspect card, which can only be placed if the Location card states such.

Battlesite

Location cards can be used as a Battlesite, which is optional. Decks that use a Battlesite cannot contain Any Hero/Character Special cards in the deck.
