This special allows a specified number of hits from the permanent record of the character or character's teammates to be removed for every card in a specified mission pile. Hits may only be removed from one character - the playing character or one of their teammates. For example, if 2 cards are in a specified pile, a total of two hits could be removed from one character's permanent record, not 2 hits from each character. If a 'permanent record' special is drawn in a particular hand when the character has nothing on their permanent record, this special must be placed, if possible, or discarded as an unusuable card.
Meta Rules
Meta #31 When a Special refers to a teammate, it means another Character on your team (unless the text of the Special indicates otherwise) that is not the Character who played the Special. If the Special is referring to all of the Character's teammates, then it does include the Reserve Character. If it is referring to what can be done with a specific teammate, then it applies only to the Front Line Characters. It never means the Battlesite or the Home Base.
Meta #32 If conditions are such that the card cannot be played this battle unless the opponent performs some action, then the card must be placed or discarded as unusable. If the player holds cards that can create the situation by which the card would be playable, then it can be kept in hand.
