First of all, let me say that this list is the extent of the known expansion set that is/was to be DC3.  None of the Specials had game mechanics assigned.  None of the characters received a Power Grid.  The Location cards do not have Characters assigned, although some of them could be accurately guessed, at least partially.
    I made this list from copies of artwork that some of us had acquired through various means.
    We were told that the artwork that makes up this list was added to the budget for JLA, which of course only made the bottom line look worse than it should have for DC.
