This Special affects your opponent, not a specific Character. It cannot be blocked or avoided, but can be negated by a Special coded an AO. This Special renders all Universe cards currently held in hand as unplayable cards. These Universe cards do not have to be discarded, but they cannot be played during a Battle in which this card is in effect.
