The majority of this type of Special are high-numbered Power attacks. However, there are a couple of variations that do require some details on how to play them.
"Acts as a level # attack, { Character } may not attack for remainder of Battle" means that after the Character plays the attack, he or she cannot attack or do anything to the opponent for the remainder of the Battle even if the attack is blocked or avoided. The Character may still defend and play Specials that do not affect the opponent or the opponent's Characters. If the attack is negated, however, it is as if the attack never took place and therefore the Character may make subsequent attacks.
"Acts as a level # attack. +1 for each hit on Character's permanent record" means that for every card (not point) currently on the Character's permanent record (not the 'hits to current Battle'), the level # attack gets a +1 bonus to hit.
Exceptions/Errata
Kingpin's Sumo Knowledge and The Ray's In a Blaze of Power should be considered an HR Special.
Meta Rules
Meta #16 Bonuses only affect the attack/defend value of a Special - never any numbers that are included within the text of a Special (e.g., "Draw 3 cards").
Meta #34 Bonuses/penalties granted by Special cards are never counted towards damage or Venture Total unless specifically stated otherwise on the Special.
Meta #40 Played defensively, negates cause Specials played by the opponent to be defended. Any actions described by the Special that should not be performed upon its success (discarding cards, being unable to attack, follow-up attacks, etc.) should not be performed.
Meta #47 When a Special refers to a "Hit" (be it on Permanent Record or Hits from Current Battle) it is referring to a single card, not the sum total of the points of Cumulative damage.
Meta #151 Specials which have followup conditions that affect the playing Character (or playing Character's team) that are not negated still have their conditions come into play, even if avoided some other way.
